Carney said Obama spoke by telephone with German Chancellor Angela Merkel on the next steps to take on Crimea and how to support Ukraine.

Earlier, Obama called for a G7 summit next week in the Hague to discuss the escalating showdown over Russia's annexation of Crimea.

"The United States and the other members of the G7 have already suspended our preparations for the G8 Summit in Sochi," said National Security Council spokeswoman Caitlin Hayden.

Good luck with that.

But the smoking gun, and where Putin once again shows just how masterful of a chess player he is, is the following statement by Tymoshenko, after asked, rhetorically, by her counterparty, "what should we do now with the 8 million Russians that stayed in Ukraine. They are outcasts"... to which she replies: "They must be killed with nuclear weapons."

Needless to say, that is not how you make Russian friends, or diffuse geopolitical tensions with your superpower neighbor, who just happens to be set on recreating USSR 2.0. Because just like that Putin has his provocation carte blanche, as the second something, anything happens to any ethnic Russian in east Ukraine, Putin can point to precisely this conversation as proof of how Ukraine's "government" feels toward the ethnic minorities in the east, and why "they deserve to be protected" the Russian bearhug. Which has been precisely Putin's plan all along.

It is not surprising that after this recording was leaked, that Tymoshenko admitted the validity of the recording except for this part, because she knows just how greatly it can and will be used against her once Putin decides it is time to expand a little further beyond just Crimea.

There will be no G8 summit in Russia this year, David Cameron said in a further ign of efforts to isolate Moscow over the Ukraine crisis.

The Prime Minister said it was "absolutely clear" the meeting could not go ahead.

Speaking in The Hague ahead of a meeting of G7 leaders, he said: "We should be clear there's not going to be a G8  summit this year in Russia. That's absolutely clear."

Preparations for the planned June summit in Sochi had already been suspended as a result of Russia's actions in neighbouring Ukraine.

And Obama is calling for Russia to be kicked out of the G-8.

But in general there are other formats to discuss these things: the UN Security Council, there is the Quartet for the Middle East settlement, there is the Sextet for the Iranian nuclear issue and so on," Lavrov said.

Situation in Ukraine cannot be settled without constitutional reform - Lavrov

Situation in Ukraine cannot be resolved without a broad constitutional reform. This vision was outlined at the meeting of Russian Foreign Minister, Sergei Lavrov and US Secretary of State John Kerry and acting Minister of Foreign Affairs Andrei Deshchtya.

"Large scale constitutional reform is needed, which will involve all regions", announced Lavrov to reporters in Hague on Monday. He said that he spoke about it during his meeting in the Hague with John Kerry and A. Deschitsya.

As the minister stressed, "we cannot impose this on Ukrainian leaders, but it is our assessment of the situation."

"I have spoken about same things with acting Minister of Foreign Affairs, who requested the meeting, and we have set out the steps that have to be appointed by the Verkhovna Rada leaders in order to finally establish normal national dialogue" Lavrov stated.

Formation of legitimate authorities should have taken place before signing of the agreement between Ukraine and EU – Lavrov

Before signing the political part of the Association Agreement with the EU, Kiev should have waited for the creation of a legitimate government, said Russian Foreign Minister Sergei Lavrov.

According to the minister, the signing of a document between Kiev and Brussels took place at a time when the new government in Ukraine has not yet been formed."

Presidential elections were announced, not on December, as it was stated in the agreement signed on 21 February but on the end of May, with constitutional reform needs to be held before the elections.

And it would probably have been more correct from all points of view, I would say, even more ethical towards their own people, to wait for a more legitimate situation in Kiev, in the authorities of Ukraine before signing any agreement on behalf of the whole state.

But, again, it is the choice of those who put their signatures under this agreement, or rather under some chapters from a larger document, " said Lavrov.

Lavrov and Kerry talked about need to respect outcome of Crimea referendum

Russian Foreign Minister Sergei Lavrov announced that during the meeting in the Hague he discussed with the US Secretary of State John Kerry the need to respect the results of the referendum in the Crimea.

"We reiterated the need to fully respect the results of the referendum, which was held in the Crimea. We talked about the need to finally adopt drastic measures in order to prevent the excesses of radicals and their intrusion into the political life of Ukraine. This was agreed on 21 February, when an agreement was signed between the president and the opposition in the presence of the three foreign ministers of the European Union and this condition shouldn’t be influenced by any other factors", Lavrov told the reporters after the meeting.

The Russian foreign minister also stressed that "radicals have no place in modern society."

On February 22 a change of government took place in Ukraine, which had obvious signs of a coup. Rada ousted from power the President Viktor Yanukovych, has changed the constitution and appointed election on May 25.

In Crimea, on March 16 a referendum on the status of autonomy was held with more than 96 percent of people voted for joining Russia. On March 18 Crimea and Russia has signed the following contract.

Russian Foreign Minister Sergei Lavrov and US Secretary of State John Kerry are holding a meeting on the sidelines of the Nuclear Security Summit in The Hague.

The discussion is expected to focus on nuclear security, Syria and Ukraine.

A source in the Russian delegation told reporters earlier in the day that Lavrov was also scheduled to meet with acting Ukrainian Foreign Minister Andriy Deshchitsa at his request.

Russia fully complies with its nuclear security obligations - Russian FM

Russia has been fully complying with its obligations in the field of nuclear safety, Russian Foreign Minister Sergei Lavrov has said opening the Nuclear Security Summit in the Hague. "We consistently implement the commitments undertaken during the Seoul summit. In November 2012 and December 2013, together with the IAEA we held workshops on nuclear culture, primarily for professionals in the countries that operate, build and plan to construct nuclear power reactors developed in Russia," the minister said.

"We had the Guard-2012 maneuvers in the course of the Global Initiative to Combat Nuclear Terrorism in September 2012 in the Moscow Region. Experts from more than 50 countries attended the event," Lavrov added.

Hague Nuclear Security Summit: Ukraine is on agenda during Lavrov-Kerry meeting

A summit on nuclear security opens here on Monday. It will be attended by the leaders of over 50 countries and five international organizations, among them US President Barack Obama, UK Prime Minister David Cameron, German Chancellor Angela Merkel, President Xi Jinping of the People's Republic of China, and UN Secretary General Ban Ki-moon. The Russian delegation is led by Minister of Foreign Affairs Sergei Lavrov. BRICS Foreign ministers are expected to meet on the sidelines of the forum and Lavrov is to hold bilateral talks with US Secretary of State John Kerry.

Dutch government official Peter de Clercq, who is in charge of preparations for the two-day summit, told Itar-Tass earlier that there would be three items on the agenda. "The first item will be a cutback in the stocks of dangerous radioactive substances highly enriched uranium and plutoniumn which can be used for the development of nuclear weapons, and a cut in the number of facilities where they are kept. The second item concerns an improvement in the protection of facilities proper, and the third one deals with the strengthening of international cooperation in the field of nuclear security," he said.

"A substantial progress has been made on each of these items in the past several years," de Clercq emphasized. "Thus, radioactie substances have diminished in scope and many countries took additional measures to ensure their protection and expressed readiness to receive groups of international inspectors who thoroughly verify the regime of nuclear security of the state and work out recommendations".

Russia's Foreign Ministry analysts pointed out in the run-up to the forum that Moscow consistently fulfils international obligatins in the field of nuclear security and joined all the main international-legal mechanisms: the Convention on the Physical Protection of Nucleat Material and 2005 Amemdents to it, as well as the International Convention on the Supression of Acts of Nuclear Terrorism. The Ministry analysts recalled, "There are no nuclear materials, facilities in the country's territory, or physical protection level causing apprehensions. All nuclear materials, places for their storage and respective facilities, as well as the transportation of nuclear materials are accopanied with the necessary safety measures".

At the same time, the Russian Foreign Ministry officials expressed cocern over the fact that not all countries hurry to assume legal obligations in this respect.

As a result of the summit, a communique is to be adopted to deal with further moves necessary for enhancing the nuclear security regime.

This summit will be a third one. The first one was held in Washington in 2010 and the second one in Seoul in 2012.

At the same time, organizers point out, the nuclear security issue at the summit may recede into the background in view of the situation in Ukraine. This issue will be a subject of discussion at a meeting of G7 countries - Britain, Germany Italy, Canada, France, the USA, and Japan.

Ukraine-related themes will be also touched upon during a meeting between Russia's Foreign Minister and the US Secretary of State.

Russian FM Lavrov to meet US counterpart Kerry in The Hague – Moscow

Russian Foreign Minister Sergei Lavrov and US Secretary of State John Kerry are likely to meet in The Hague, a Russian Foreign Ministry source confirmed to Itar-Tass on Saturday. "Such a meeting is planned," he said. On Friday, State Department official spokesperson Jen Psaki spoke of the planned meeting between the senior Russian and US diplomats but no exact date was given.

It is known that Kerry will accompany Barack Obama on his visits to The Hague, Rome, Vatican City and Riyadh from March 24 to 28.

As the Russian Foreign Ministry reported earlier, the minister and state secretary had agreed to stay in contact on Ukraine, including to discuss ways to de-escalate the situation and promote the launch of Ukraine's constitutional reform with the full participation of all the regions of the country.

US Secretary of State John Kerry said on Thursday he expects to see Russian Foreign Minister Sergei Lavrov in Europe next week to discuss the Ukraine crisis.

Kerry, who is going to The Hague to meet with European allies, said he thought there would be a meeting with Lavrov on the side. "So hopefully we will see where we are at that point in time," he said.

His comments came after the Russian parliament ratified a treaty on reunification of Crimea and Russia.

The document again underscores the federal government’s obsession with characterizing libertarians and conservatives as some kind of extremist radical threat.

The document (PDF) was leaked by an individual affiliated with Stewart Rhodes’ Oathkeepers organization and passed on to Infowars. It is entitled National Exercise Program – Capstone Exercise 2014 – Scenario Ground Truth.

The document is intended for “U.S. Department of Homeland Security Trusted Agents Only” and is “disseminated only on a
need-to-know basis.” Even the role players involved in the exercise itself are prohibited from seeing the files.

The exercise is designed to evaluate readiness in preparation for a catastrophic incident, natural disaster or major act of terrorism. Some of the scenarios which will be in play during the exercise include a series of earthquakes, tsunamis and a nuclear weapons accident.

On page 125 of the document, a scenario is outlined whereby a group calling itself “Free Americans against Socialist Tyranny” responds to “The U.S. Northern Command mission of Defense Support to Civil Authorities” (or the imposition of martial law) by launching a protest campaign on social media and potentially engaging in cyber attacks.

According to the scenario, the campaign is driven by suspicion that “the government is responsible for the Alaska earthquake and a “hacktivist” manifesto.”

An official at Ukraine's Naftogaz state energy company said the price rise would come in on 1 May, and further rises would be scheduled until 2018.

Ukrainians are accustomed to buying gas at heavily subsidised rates.

But the IMF has made subsidy reform a condition of its deal.

IMF negotiators are still in Kiev to negotiate a package of measures worth billions of dollars to help Ukraine's interim government plug its budget deficit and meet foreign loan repayments.

The IMF is also asking Ukraine to crack down on corruption and end central bank support for the Ukrainian currency.

Ukraine's finance minister Oleksandr Shlapak said the country was seeking $15-20bn.

Reports suggest the two sides are close to a deal, which may be announced this week.

An agreement with the IMF is necessary to unlock further financial support from the EU and US.

Behind closed doors the U.S. government is giving Russia free military equipment—also used to train American troops—even after President Obama announced punitive sanctions against Moscow and, more importantly, a suspension in military engagement over the invasion and occupation of Ukraine.

The secret operation was exposed this week by members of Congress that discovered it in the process of reviewing the Fiscal Year 2014 budget and the proposed Fiscal Year 2015 budget request. It turns out that the National Nuclear Security Administration (NNSA) has been providing the Russian Federation with the Multiple Integrated Laser Engagement System (MILES), the federal legislators say. The U.S. military uses MILES for tactical force-on-force training because it has a system of lasers and dummy ammunition to simulate ground combat.

It’s a crucial, military-grade technology that’s similar to a “laser tag” available in some commercial markets, according to one of the outraged lawmakers (Oklahoma Republican Jim Bridenstine) that helped uncover the scandal. Bridenstine, a member of the House Armed Services Committee, has joined forces with Ohio Republican Mike Turner, Chairman of the House Subcommittee on Tactical Air and Land Forces, to demand an end to the program. Along with about a dozen other House colleagues they penned a letter to Energy Secretary Ernest Moniz, who oversees the agency carrying out the “irresponsible military equipment transfers” to Russia.

The Obama administration’s planned supply to the Russian Federation is a grave mistake given the recent invasion of Ukraine launched by Russian Federation President Vladimir Putin, the legislators point out. “It is difficult to imagine a worse time to provide military-grade technology employed by the U.S. Marine Corps, Army, and Special Operations Forces to Russia than when it has illegally invaded Ukraine and is violating the intermediate-range Nuclear Forces (INF) treaty,” the letter to Moniz says. “To make matters worse, it is our understanding from the budget documents that the Department has been, and continues to propose, providing this technology to Russia free-of-charge.”

This is preposterous and borders on criminal if you really think about it. As if we need reminding, Congressman Turner recants Putin’s “brazen disregard for the sovereignty and stability of Eastern Europe” as well as his disregard for international law. “Despite this overwhelming evidence that Putin is not our ally, it is astonishing that the Obama Administration would still provide superior, U.S. military technology to an aggressive and advancing Russia,” Turner said. “The United States must seriously redirect its approach and immediately terminate all military aid to Russia.”

President Obama has already proven to be an international joke for his response to the worsening crisis in Ukraine. Even the mainstream media in this country has blasted the commander-in-chief’s foreign policy as based on fantasy. One famously liberal magazine published a satirical article saying that the Obama administration froze Putin’s Netflix account as a “major ramping up of sanctions.” In a piece published a few days ago, a former veteran congressman wrote this: “The embarrassment of U.S. impotence in dealing with Russian aggression in the Ukraine is only the beginning of what will likely be a series of foreign policy disasters.”

Russian deputy PM: 'We are coming to the Moon FOREVER'

Barely six weeks after rolling troops into the Crimean Peninsula, an official from Vladimir Putin's Russia has announced the country's next expansion target: the Moon.

As reported by the Voice of Russia, Russian Deputy Prime Minister Dmitry Rogozin told the government daily Rossiiskaya Gazeta that establishing a permanent Moon base has become one of the country's top space priorities.

Poland already hosts some 100 to 150 US military servicing a battery of surface-to-air Patriot missiles, which was deployed in 2010 to give Warsaw more confidence for hosting elements of the NATO anti-ballistic missile shield in Europe.

The Polish minister’s calls were mirrored by NATO’s top military commander, Gen. Philip M. Breedlove, who said in an interview this month that one of the options the alliance has on the table is to move a 4,500-member combat brigade from Fort Hood, Texas, to Europe.

The Obama regime, wallowing in hubris and arrogance, has recklessly escalated the Ukrainian crisis into a crisis with Russia. Whether intentionally or stupidly, Washington’s propagandistic lies are driving the crisis to war. Unwilling to listen to any more of Washington’s senseless threats, Moscow no longer accepts telephone calls from Obama and US top officials.

The crisis in Ukraine originated with Washington’s overthrow of the elected democratic government and its replacement with Washington’s hand-chosen stooges. The stooges proceeded to act in word and deed against the populations in the former Russian territories that Soviet Communist Party leaders had attached to Ukraine. The consequence of this foolish policy is agitation on the part of the Russian speaking populations to return to Russia. Crimea has already rejoined Russia, and eastern Ukraine and other parts of southern Ukraine are likely to follow.

Instead of realizing its mistake, the Obama regime has encouraged the stooges Washington installed in Kiev to use violence against those in the Russian-speaking areas who are agitating for referendums so that they can vote their return to Russia. The Obama regime has encouraged violence despite President Putin’s clear statement that the Russian military will not occupy Ukraine unless violence is used against the protesters.

We can safely conclude that Washington either does not listen when spoken to or Washington desires violence.

As Washington and NATO are not positioned at this time to move significant military forces into Ukraine with which to confront the Russian military, why is the Obama regime trying to provoke action by the Russian military? A possible answer is that Washington’s plan to evict Russia from its Black Sea naval base having gone awry, Washington’s fallback plan is to sacrifice Ukraine to a Russian invasion so that Washington can demonize Russia and force a large increase in NATO military spending and deployments.

In other words, the fallback prize is a new cold war and trillions of dollars more in profits for Washington’s military/security complex.

The handful of troops and aircraft that Washington has sent to “reassure” the incompetent regimes in those perennial trouble spots for the West–Poland and the Baltics–and the several missile ships sent to the Black Sea amount to nothing but symbolic provocations.

Economic sanctions applied to individual Russian officials signal nothing but Washington’s impotence. Real sanctions would harm Washington’s NATO puppet states far more than the sanctions would hurt Russia.

It is clear that Washington has no intention of working anything out with the Russian government. Washington’s demands make this conclusion unavoidable. Washington is demanding that the Russian government pull the rug out from under the protesting populations in eastern and southern Ukraine and force the Russian populations in Ukraine to submit to Washington’s stooges in Kiev. Washington also demands that Russia renege on the reunification with Crimea and hand Crimea over to Washington so that the original plan of evicting Russia from its Black Sea
naval base can go forward.

In other words, Washington’s demand is that Russia put Humpty Dumpty back together again and hand him over to Washington.

This demand is so unrealistic that it surpasses the meaning of arrogance. The White House Fool is telling Putin: “I screwed up my takeover of your backyard. I want you to fix the situation for me and to ensure the success of the strategic threat I intended to bring to your backyard.”

The presstitute Western media and Washington’s European puppet states are supporting this unrealistic demand. Consequently, Russian leaders have lost all confidence in the word and intentions of the West, and this is how wars start.

European politicians are putting their countries at great peril and for what gain? Are Europe’s politicians blackmailed, threatened, paid off with bags of money, or are they so accustomed to following Washington’s lead that they are unable to do anything else? How do Germany, UK, and France benefit from being forced into a confrontation with Russia by Washington?

Washington’s arrogance is unprecedented and is capable of driving the world to destruction. Where is Europe’s sense of self-preservation? Why hasn’t Europe issued arrest warrants for every member of the Obama regime? Without the cover provided by Europe and the presstitute media, Washington would not be able to drive the world to war.

This is a standard introductory-move by the bad guys. John Perkins wrote a eye-opening book on the 'process' in "Confessions of an Economic Hit Man" (2005). It ends up with nobles and serfs. Not good...

Naomi Klein's book, "The Shock Doctrine: The Rise of Disaster Capitalism" (2008), also details this 'process'. I was so impressed by it and appalled at the 'doctrine' that I wrote a long review for Amazon.com. (Note that it garnered 418 5-star reviews out of 587 entries on there.) He [Dow] was Master of all the major Cunard Liners including the RMS "Mauritania", in which he achieved a Blue Ribbon record between Liverpool and New York, and the RMS "Lusitania" which he commanded until the vessel's penultimate voyage.

When war broke out, long hours on the bridge and snatched meals together with stress made him [Dow] ill, and he was granted sick leave. Command of the great ship passed to Captain William Turner who took the liner on its final, ill-fated voyage.
